Why is it OK for a California to deny its own citizens CAL Grants but then give these grants to illegals?

California disgusts me more and more each year with their cowtowing to illegals and kicking the tax paying citizens in the gut! I lived in SoCal for a number of years, it's gorgeous, the climate can't be beat, but the corruption and unfairness and liberalness is insane and makes it a very ugly place now.
