Why is Obama ignoring the fires in Texas?

"Since November 9,000 fires have scorched 2.2 million acres." Yet Obama allows FEMA to deny Texas any additional funding to fight these fires that have already claimed the lives of two firemen and cost the state over $76 million. Doesn’t the Federal Government exist to protect its citizens? While the federal government is giving out billions of dollars in welfare and food stamps, it denies the state of Texas anymore aide in fighting these fires? How does this make sense?
