What other country takes its own citizen's taxpayers money w/o their consent and uses it to educate illegals?

Well, every country takes its citizens taxpayer dollars and uses them without their consent. As for using it to educate Illegals, probably every country with a free public education program spends taxpayer money on undocumented residents educations.
